In this case, the legislator recognises a legitimate interest, as the damage caused and your desire for restitution outweigh the former tenant's right to privacy. Exceptions prove the rule – investigations within legal limits

Here, the legislator does not recognise a legitimate interest but only a personal one. This means that the sought person's right to privacy takes precedence over your desire for a reunion. Passing on their address to you would therefore violate the law.
