Observation: Who is the target of our detectives?

A successful surveillance operation begins with thorough preliminary research – the foundation of any professional observation. During site reconnaissance and operational planning, all aspects of the target person’s (TP) daily routine are considered:

 

• When does the TP leave and return home?
• Are they employed, and if so, where and in what capacity?
• What modes of transport do they use?
• What leisure activities do they pursue?
• Which professional and private contacts do they maintain?

• What are the parking and access options at the TP’s home or workplace?
• Are construction sites, detours, dead ends, or one-way streets relevant?

Target Person: The Offender

Target Person: The Victim

In cases of stalking or threats it is sometimes unclear who the offender is, as they often act anonymously. To be able to convict the delinquent, identification is required first. If this cannot be clarified by preliminary enquiries, the victim and their environment become the persons to be monitored. This means that not only the victim as the ZP, but for example the residence, the vehicle and the workplace are included in the observations. If, for cost reasons, you request only one investigator who follows the ZP on foot and the ZP suddenly gets into a taxi, the surveillance for that day is over without success. If, however, a second detective is available to follow the ZP’s vehicle and the first investigator, a change of transport mode can be compensated for much more easily.
